Adds definition of "in service" as any period during which contributions are being made to the Fund on behalf of an employee.

Allows the board to waive physician requirements for proof of duty disability if employee has been compensated under Workers' Compensation Act or Workers' Occupational Diseases Act, and for ordinary disability maternity claims of up to 8 weeks.

Removes requirement that beneficiary designation be signed before an officer authorized to administer oaths.

Restricts credit for prior governmental service to employees who first become contributors before the effective date of this Act.

Establishes procedures for correcting mistaken benefit amounts, including lump sum payments for underpayments and recovery mechanisms for overpayments, with a 3-year safe harbor provision exempting recipients from repayment if error was undiscovered for 3+ years and not caused by incorrect information from employer or participant.
