First violation of failing to stop for a school bus results in 3-month license suspension and $150 mandatory fine; second or subsequent violation within 5 years results in 1-year suspension and $500 fine.

Requires vehicle owners to identify the operator upon demand by State's Attorney or designated person, with 3-month registration suspension as penalty for failure to provide information.

Maintains exemptions for vehicles on 4+ lane highways meeting stopped school buses in opposing roadways and for controlled access highways where pedestrians cannot cross.
