• Regional superintendents shall establish and supervise high school equivalency testing centers for qualified individuals aged 17 or older who maintain Illinois residence and are not high school graduates.

• Eligible applicants include those in alternative education programs, youth enrolled in Illinois National Guard education programs, and individuals who have completed equivalency testing through Armed Forces, Veterans Administration, or state penitentiary programs.

• Testing fees established by the Illinois Community College Board are used first for examination administration and scoring, then for educational programs to assist certificate holders with academic development and employment retention.

• Regional superintendents and the Illinois Community College Board must waive fees for applicants under age 25 who are homeless, have completed an approved preparation course, and test at a regional superintendent or Cook County testing center.

• High school equivalency certificates are issued to applicants meeting minimum passing standards established by the Illinois Community College Board.
