Persons under 18 operating off-highway vehicles on public land must complete a State-approved safety course and become certified.

Minimum operating age for off-highway vehicles on public land is 14 years old; persons under 16 require direct adult supervision and are prohibited from operating adult-sized all-terrain vehicles (engine capacity over 90 cc).

Sale of adult-sized all-terrain vehicles or off-highway vehicles to persons under 16 is prohibited.

Passengers on off-highway vehicles are prohibited unless the vehicle was designed by the manufacturer to carry passengers.

Off-highway vehicle operators must wear safety helmets and eye protection; vehicles must have illuminated headlights and taillights at night, brakes, muffler, and spark arrestor.
