Amends judgment revival procedures to require service of petition and court order entry as conditions for revival, clarifying that revival can occur within 20 years of original judgment entry or dormancy.

Modifies attachment bond requirements by changing "Before" to "After" entry of attachment order, and exempts the State of Illinois from bonding requirements.

Creates new Section 5-127 establishing that all charges for electronic filing of cases and pleadings imposed by courts, clerks, counties, or their contractors are taxable as court costs.

Amends judgment release procedures to allow courts discretionary authority ("may" instead of "shall") to vacate judgments and dismiss actions upon filing of satisfaction documents.

Repeals Sections 12-170 through 12-175 of the Code of Civil Procedure and takes effect upon becoming law.
