• Adds provisions for "best value procurement" allowing the Department of Transportation to evaluate contracts based on total cost of ownership, performance, and environmental benefits in addition to price; adds new definitions for "master contract" and "multiple award" procurement methods.

• Establishes vendor communication reporting requirements aligned with the Federal Acquisition Regulation and grants chief procurement officers authority to use contracts procured through competitive processes by federal agencies or other governmental consortiums.
