Amends Section 124A-15 of the Code of Criminal Procedure to establish procedures for refunding fines, fees, and costs when a criminal conviction is reversed based on a finding of factual innocence in collateral proceedings such as habeas corpus or post-conviction relief.

Requires the clerk of the court to determine the timing of refund payments based on the availability of funds in the subject fund account, replacing the previous certificate process.

Establishes that defendants who paid any costs, fines, or fees are entitled to a refund determined by the judge and paid by the court clerk.

Requires defendants requesting a refund to submit a written request to the clerk on a prescribed form and attach a court order demonstrating their right to the refund and the refund amount.
