Amends the Pharmacy Practice Act to establish a voluntary pilot program requiring pharmacies to dispense Schedule II controlled substances containing hydrocodone in non-reusable medicine locking closure packages with user-generated alphanumeric codes, effective January 1, 2016.

Limits Department expenditures for the pilot program to $150,000 and allows contracting with third parties for implementation.

Requires pharmacies to dispense the locking closure package with patient use instructions unless the prescriber indicates otherwise orally, in writing, or electronically.

Exempts prescriptions reimbursed through Medicare Part D, Medicaid programs including managed care plans, and prescriptions for individuals in licensed nursing homes from the locking closure package requirement.

Extends the Section's repeal date from January 1, 2017 to January 1, 2018.
