Amends the Weights and Measures Act to modify inspection fee collection procedures, requiring a 60-day notice period before the Department can prohibit use of commercial weighing or measuring devices for unpaid fees or penalties.

Expands the Department's authority to collect interest at 1% per month on unpaid inspection fees from the time payment is owed until collected.

Changes language in the administrative penalties section to allow (rather than require) the Department to submit unpaid penalties to the Attorney General's office for collection after 60 days of notice.

Grants the Department discretionary authority to prohibit persons from using commercial weighing or measuring devices for any unpaid administrative penalty not paid within 60 days of notice.

Maintains existing penalty structure: $500 for a first violation, $1,500 for a second violation within 2 years at the same location, and $2,500 for third or subsequent violations within 2 years.
