Amends Section 18.4 of the Adoption Act to expand non-identifying information that must be disclosed to adoptive parents by the date of placement.

Adds three new categories of required disclosures: facts and circumstances relating to the nature and cause of the adoption, information regarding how adoptive parents were identified, and whether requests or efforts were made regarding continued contact or open adoption.

Maintains existing prohibition against disclosing identifying information such as names, addresses, and relatives of biological parents or adopted person.

Requires the Illinois Adoption Registry to release non-identifying information from the original birth certificate and Certificate of Adoption to registrants, and allows adoptees age 18 and over to request such information.

Applies disclosure requirements to all adoption proceedings, including those completed before this Act's effective date, upon request by adoptive parents or adoptees age 18 and over.
