State Historian establishes and supervises a program within the Lincoln Presidential Library to preserve selected past editions of Illinois newspapers as historical records.

Newspaper editions shall be preserved in accordance with industry standards, replacing the previous requirement for microphotography specifically.

State Historian determines which newspaper editions have historical value and arranges for access to past edition files from newspaper editors and publishers.

Upon payment of a required fee to the Lincoln Presidential Library, any person or organization is granted access to the preserved editions; fees are set by the State Historian based on actual costs incurred.

Removes outdated references to microphotography standards and allows the State Historian or designee to supervise arrangement of newspaper access.
