• Amends the State Finance Act to allow agencies receiving less than $10,000,000 annually in General Revenue Fund operational funding to transfer amounts among operational line items within the same treasury fund.

• Permits such transfers up to 4% of the aggregate amount appropriated to the agency within the same treasury fund, in addition to existing transfer authorities.

• Defines "agency" broadly to include all constitutional officers, boards, commissions, departments, institutions, universities, and administrative units created by or pursuant to statute, excluding local governments and school districts.

• Takes effect immediately upon becoming law.
