Requires the Department of Human Services to establish reimbursement rates for residential and day programs serving persons with intellectual and developmental disabilities that support livable wages for front line personnel.

Mandates direct support persons earn a base wage of not less than $15 per hour, with other front line personnel earning commensurate wages.

Defines "front line personnel" as direct support persons, aides, front-line supervisors, qualified intellectual disabilities professionals, nurses, and non-administrative support staff in covered service settings.

Applies to programs including intermediate care facilities, community-integrated living arrangements, developmental training programs, and employment programs funded by State funds or Title XIX of the federal Social Security Act.

Becomes effective immediately upon enactment.
