• Department of Healthcare and Family Services must implement an average commercial rate supplemental payment program for ground ambulance service providers with services beginning no later than July 1, 2016.

• Department must submit a State plan amendment to the federal Centers for Medicare and Medicaid Services (CMS) by September 30, 2016 to establish the supplemental payment program.

• Managed care organizations and managed care community networks are required to pay CMS-approved average commercial rates in coordination with the Department.

• Bill defines "ground ambulance service" as medical transportation services licensed as ambulances by the Illinois Department of Public Health under the Emergency Medical Services Systems Act.

• The Act takes effect immediately upon becoming law.
