State agencies responsible for public land maintenance must use compost materials to the maximum extent feasible in all land maintenance activities paid with public funds.

State agencies must review procurement specifications by December 15, 2015 to determine if compost materials can reduce stormwater runoff and increase moisture infiltration, and assess current and potential recycled content usage in land maintenance.

Department of Central Management Services must implement waste reduction programs in state buildings targeting at least 25% reduction of office wastepaper, corrugated containers, newsprint, and mixed paper by December 31, 1995, and at least 50% by December 31, 2000.

State agencies must modify procurement procedures to prioritize products containing recycled materials and ensure purchased products are reusable, durable, or made from recycled materials whenever economically and practically feasible.

Department of Central Management Services must procure escalating percentages of recycled paper and paper products, reaching 50% of total dollar value by July 1, 2000, with specified postconsumer material content requirements by paper category.
