Re-creates the Comprehensive Regional Planning Fund as a special fund in the State treasury, effective immediately upon enactment.

Establishes a continuing appropriation of $5,000,000 annually from the General Revenue Fund to the Comprehensive Regional Planning Fund, beginning July 1, 2016, with annual increases tied to the Consumer Price Index for All Urban Consumers (but not less than zero).

Directs the Illinois Department of Transportation to distribute funds annually without requiring appropriation according to the following formula: 70% to the Chicago Metropolitan Agency for Planning (CMAP), 25% to other Metropolitan Planning Organizations (based on population proportion), and 5% to Rural Planning Agencies (based on population proportion).

Requires all moneys distributed to be used exclusively for comprehensive regional planning purposes.

Removes the previous sunset provision that would have dissolved the fund on July 1, 2011, and reinstates ongoing funding.
