Reduces vehicle registration fee to $24 for seniors and persons with disabilities approved for property tax relief, their spouses, and surviving spouses of eligible persons starting with the 2009 registration year.

Exempts seniors and persons with disabilities approved for property tax relief and their spouses from surcharges on vehicle registrations under Section 3-806.

Extends the $24 reduced registration fee to apply to any special registration plate authorized under Article VI of Chapter 3 beginning with the 2017 registration year for which the applicant would otherwise be eligible.

Adds permanent vehicle registration plate eligibility starting with the 2017 registration year for school district vehicles (grades K-12) and public community college vehicles that do not require a school bus driver permit, and for municipal, county, or township medical facility or hospital vehicles weighing 8,000 pounds or less.

Establishes permanent vehicle registration plates issued for one-time $8.00 fee to county, township, or municipal corporations for community workplace commuting vehicles beginning with the 2016 registration year.
