Amends the Electrologist Licensing Act to extend the maximum period of required electrology study from 2 consecutive years to 4 consecutive years while maintaining the 600-hour minimum requirement.

Allows the Department to credit study time completed in other states, territories, foreign countries, or provinces toward Illinois' required period of study.

Maintains existing licensure requirements including minimum age of 18, high school diploma, passing examination, and background check consideration for felony convictions.

Grandfathers programs completed before December 31, 2003, allowing them to remain approved even if they were less than 600 hours.
