Removes the requirement that genetic counselors obtain a referral from a physician, advanced practice nurse, or physician assistant before providing genetic counseling services to individuals, couples, groups, or families.

Allows genetic counselors to order genetic tests without a written referral authorizing such orders, previously requiring specific authority from a referring physician.

Eliminates the definition of "referral" from the Genetic Counselor Licensing Act and strikes language requiring referrals for individual, couple, or family-specific counseling services.

Removes referral requirement as a ground for disciplinary action, eliminating the prohibition against providing genetic counseling services without a referral.

Maintains restrictions on genetic counselor practice, including prohibition on diagnosing or treating diseases and requirement to refer clients to physicians when services fall outside the scope of genetic counseling practice.
