Amends Illinois Vehicle Code Section 3-401 to prohibit vehicles operating under an emergency harvest permit from violating weight restrictions during declared harvest emergencies.

Modifies Section 15-301 to allow vehicles carrying agricultural commodities to operate without special permits during declared emergency harvest situations from September 1 through December 31, provided axle and gross weights do not exceed 10% above standard limits and do not exceed the vehicle's registered gross weight by 10%.

Permits issued during emergency harvest declarations by the Department are valid only on federal and state highways (excluding interstates) and are issued at no charge.

Local authorities may waive special permit requirements during harvest emergencies and set divisible load weight limits up to 10% of a vehicle's registered gross weight, subject to the same weight restrictions as state permits.

All other restrictions applicable to agricultural commodity permits under Section 15-301(e) continue to apply during declared emergency periods, including route compliance, bridge weight limits, and nighttime equipment requirements.
