Amends criminal background investigation requirements for park district and Chicago Park District job applicants by dividing disqualifying offenses into permanent (subsection c) and temporary (subsection d) categories.

Permanent disqualifications include first degree murder, Class X felonies, specific violent and sexual offenses, and findings of sexual or physical abuse of minors; applicants with these convictions cannot be employed.

New 7-year temporary disqualification for drug offenses under the Cannabis Control Act, Illinois Controlled Substances Act, and Methamphetamine Control and Community Protection Act, beginning after sentence completion including probation or supervision.

Allows park districts discretionary authority to employ applicants who have obtained a certificate of good conduct from the circuit court under the Unified Code of Corrections.

Removes prior blanket restrictions on cannabis and controlled substance convictions and replaces them with a time-limited 7-year employment bar following sentence completion.
