Raises the minimum age to purchase tobacco products and electronic cigarettes from 18 to 21 years old throughout Illinois law.

Requires age verification (government-issued photo ID) for anyone appearing under 30 years old before selling tobacco products or electronic cigarettes, with remote age verification options for internet sales.

Establishes escalating penalties for retailers selling tobacco to underage persons: 3-day license suspension for 4th+ violations with training program, or for 2nd+ violations without training program.

Adds electronic cigarettes to the definition of restricted products under display, vending, and sales restrictions, with same age limitations as traditional tobacco products.

Updates the Cigarette Tax Act, Tobacco Products Tax Act, Display of Tobacco Products Act, Smokeless Tobacco Limitation Act, and related laws to reflect the new age-21 minimum and define electronic cigarettes comprehensively.
