IL SB3018

Adds definition of "glider kit" to Illinois Vehicle Code as a motor vehicle of the second division that includes a chassis, cab, front axle, and other essential parts, but excludes engine, transmission, or rear axle.

Exempts engines, transmissions, and rear axles used in glider kits from being classified as "essential parts" requiring vehicle identification numbers.

Requires glider kits to be inspected by the Secretary of State Department of Police before registration and titling, with vehicle identification number of the chassis assigned to the engine, transmission, and rear axle if not previously assigned.

Establishes titling procedures for glider kits: make listed as chassis manufacturer, model listed as "glider kit," and year listed as year on manufacturer's certificate of origin for chassis or year application received if no year presented.

Takes effect upon becoming law.
