SB3019 Summary

• Establishes continuing appropriations for five State funds without requiring annual legislative approval: State and Local Sales Tax Reform Fund, Motor Fuel Tax Fund, State Gaming Fund, Local Government Video Gaming Distributive Fund, and Statewide 9-1-1 Fund.

• Removes "subject to appropriation" language from distributions to local governments and other entities, ensuring automatic monthly payments from these funds when no enacted appropriation exists.

• Continuing appropriations remain in effect only if no appropriation is enacted by July 1 of any calendar year; any enacted appropriation supersedes the continuing appropriation for that fiscal year.

• Applies to State fiscal years beginning July 1, 2015 and thereafter, allowing distributions to municipalities, counties, road districts, and emergency services to proceed without annual appropriation delays.

• Effective immediately upon becoming law.
