SB3020 - Innovations for Transportation Infrastructure Act

• Authorizes the Illinois Department of Transportation and Illinois State Toll Highway Authority to use design-build and Construction Manager/General Contractor project delivery methods for transportation facilities, subject to capital cost limits of 20% of multi-year programs (30% annually for Department) and 20% of annual programs (Authority).

• Establishes procurement procedures including two-phase qualification and proposal evaluation process for design-build contracts and two-phase preconstruction/construction process for Construction Manager/General Contractor contracts, with option for single-phase procurement for projects under $5,000,000.

• Allows bidders and proposers to submit Alternative Technical Concepts that deviate from contract technical requirements if they provide equal or better solutions, limited to 3 design-bid-build projects using this process.

• Requires transportation agencies to conduct best interests analysis, maintain project records, protect confidential information, employ licensed design professionals for scope preparation, and comply with federal requirements, prevailing wage laws, and minority/disadvantaged business utilization standards.

• Amends multiple existing acts including Procurement Code, Eminent Domain Act, Prevailing Wage Act, and Toll Highway Act to authorize and regulate design-build and Construction Manager/General Contractor contracts for transportation infrastructure projects.
