IL SB3023

Expands the definition of "nonpublic institution of higher education" to include institutions authorized under the Private Business and Vocational Schools Act of 2012, in addition to those under the Private College Act or Academic Degree Act.

Adds new definitions for "private partner," "private resources," "public-private partnership," and "public resources" to enable collaborations between public institutions, nonpublic institutions, and private entities.

Allows public institutions of higher education to participate in interinstitutional cooperation programs and public-private partnerships with nonpublic institutions and private partners, including partnerships with out-of-state entities.

Establishes that the Board of Higher Education can require matching resource contributions from participants in cooperative programs and public-private partnerships receiving grants.

Effective date: July 1, 2016.
