SB3032 Summary

• Establishes a Child Death Investigation Task Force in the Southern Region of Illinois under the Department of Children and Family Services to investigate sudden, unexpected, or unexplained child fatalities and near fatalities for children under 18 years of age.

• Requires the Task Force to develop a protocol for investigation that includes notification procedures for law enforcement, hospitals, and coroners, and mandates submission of findings and recommendations to the Child Death Review Teams Executive Council, Directors of Public Health and Children and Family Services, and relevant state legislators.

• Creates the Child Death Review Team Transfer Task Force, co-chaired by the Directors of Children and Family Services and Public Health, to develop an implementation plan for transferring administration of all child death review teams from the Department of Children and Family Services to the Department of Public Health.

• Requires completion of the transfer of all child death review teams to the Department of Public Health by July 1, 2018, at which point the Transfer Task Force is abolished.

• Task Force members include a project manager, pediatrician, and forensic pathologist, and shall serve without compensation; the Department of Children and Family Services provides administrative support.
