Establishes the Lake County Children's Advocacy Center Pilot Program allowing grand and petit jurors in Lake County to voluntarily donate their juror fees to the Lake County Children's Advocacy Center, a division of the State's Attorney's office.

Requires the Lake County board to adopt rules and policies by January 1, 2017 governing the donation program, including a form with 14-point bold text stating donation is optional and ensuring all donated fees are transferred to the Center at the same time regular juror payments are made.

Mandates Lake County board report to the General Assembly and Governor by March 31, 2018 and March 31, 2019 on the number of participating jurors, total donations, how funds were used, and implementation costs.

Specifies that all juror fees donated under this program shall be used exclusively for operating the Lake County Children's Advocacy Center.

Pilot program expires and this Section is repealed on December 31, 2019.
