Amends the Children and Family Services Act to add Section 7.3a establishing the "reasonable and prudent parent standard" for foster care decision-making on children's extracurricular activities.

Allows caregivers to approve or deny children's participation in appropriate extracurricular, enrichment, cultural, and social activities without prior approval from the Department, caseworker, or court.

Requires caregivers to consider the child's age, maturity, developmental level, best interests, emotional and developmental growth, family-like living experience, and behavioral history when making activity decisions.

Provides liability protection for caregivers when children are harmed during approved activities, provided the caregiver acted as a reasonable and prudent parent.

Directs the Department to adopt rules by June 1, 2017 establishing procedures that promote and protect children's participation in appropriate activities.
