IL SB3045

Amends the Illinois Lottery Law to create an irrevocable and continuing appropriation for payment of all lottery prizes if the General Assembly fails to make sufficient appropriations from the State Lottery Fund.

Directs the Comptroller and State Treasurer to make necessary transfers and disbursements from the State Lottery Fund to cover prizes for winning lottery tickets, including Multi-State Lottery games and promotional prizes.

Modifies the definition of State Lottery Fund revenues to specify that amounts are net of "sales agent commissions" (rather than just "commissions") and any private manager compensation or reimbursements due under management agreements.

Takes effect immediately upon becoming law.
