IL SB3052

Amends Section 1E-5 of the School Code concerning downstate school finance authorities.

Makes a technical change removing "The" and replacing it with "The" in subsection (a) regarding General Assembly findings.

Establishes findings that educational development is a fundamental state goal and that sound financial structures are essential for school system operations.

Affirms that school districts need effective access to private markets to borrow short and long-term funds to maintain financial integrity.

Section is scheduled for repeal in accordance with 105 ILCS 5/1E-165.
