• Reduces motor vehicle theft and conversion penalties from Class 2 to Class 3 felony under the Illinois Vehicle Code.

• Changes burglary penalties for watercraft, aircraft, motor vehicles, and railroad cars from Class 2 to Class 3 felony; maintains Class 2 for buildings and Class 1 for schools and places of worship.

• Reduces cannabis delivery near schools penalty trigger from 1,000 feet to 500 feet and adds requirement that minors be present, offense occur during school hours, or minors be reasonably expected present at the time of violation.

• Eliminates mandatory minimum prison sentences greater than 6 years for Class X felony convictions involving manufacture or delivery of controlled substances (except methamphetamine, counterfeits, and analogs) and adjusts weight thresholds for various drug offenses.

• Allows Class X felony offenders convicted under the Illinois Controlled Substances Act and Cannabis Control Act to be eligible for the impact incarceration program; excludes certain violent offenses and drug trafficking crimes from habitual offender sentencing enhancements.
