SB3076 Summary

• Amends the Illinois Emergency Management Agency Act to authorize counties with populations over 500,000 to establish police powers within their Office or Department of Homeland Security and Emergency Management.

• Employees appointed with police powers must complete the basic police training course mandated by the Illinois Law Enforcement Training Standards Board, unless waived due to prior law enforcement experience.

• Officers with police powers are authorized to investigate manmade disaster threats, protect critical infrastructure, access law enforcement databases, protect emergency assets and personnel, protect county elected officials, and enforce local, county, and state laws.

• Requires fingerprint background checks through the Department of State Police before appointment; bars appointment of anyone convicted of a felony or crimes involving moral turpitude.

• Establishes minimum age requirement of 21 years and requires county board approval of salary and expense reimbursement for these officers.
