Requires the State Board of Education to annually confer with the Illinois Community College Board, Department of Employment Security, and Illinois Career and Technical Administrators Association to identify industries and occupations with workforce shortages or lack of adequately trained entry-level workers.

Mandates the State Board of Education to annually notify school districts of identified industries and occupations, and publish this information on its website.

Requires the State Board of Education to approve industry-recognized certification programs designed to address workforce shortages in identified industries or occupations.

Imposes identical requirements on the Illinois Community College Board to confer, notify community college districts, and approve certification programs for workforce shortage mitigation.

Effective date of July 1, 2017.
