Amends the Manufactured Home Quality Assurance Act to clarify that "manufactured home" and "mobile home" are separate definitions, with mobile homes defined as factory-assembled structures constructed on or before June 30, 1976, designed for permanent habitation with or without a permanent foundation.

Requires all manufactured homes to be installed under the immediate onsite supervision of a licensed installer and establishes a $50 per-installation fee (increased from $25) payable by the installer, evidenced by affixing a Department-issued seal and filing an installation certificate.

Establishes a $395 inspection fee payable to the Department when it inspects manufactured home installations, or to approved third-party inspectors, with the Department to establish qualifications for third-party inspectors by rule.

Grants the Illinois Department of Public Health authority to adopt rules for inspecting installations, requiring correction of violations, and performing duties mandated by the U.S. Department of Housing and Urban Development, including approval and supervision of non-governmental inspectors.

Exempts home rule municipalities with populations exceeding 1,000,000 from the Act's requirements if they adopt equivalent rules for inspecting installations and enforcing HUD requirements, with authority to use and supervise non-governmental inspectors.
