Prohibits landfill owners or operators within a 25-mile radius of a facility accepting exclusively general construction or demolition debris from accepting whole or processed asphalt roofing shingles for disposal.

Allows landfills to continue accepting asphalt roofing shingles that are commingled with municipal waste or general construction and demolition debris.

Requires the Illinois Environmental Protection Agency to post on its website the names and addresses of facilities accepting exclusively general construction or demolition debris for transfer, storage, or treatment.

Requires annual reporting by January 31 from facilities recycling asphalt roofing shingles under a Beneficial Use Determination, including quantities received, beneficial uses, and disposition of unused shingles.

Changes the repeal date of this Section from February 1, 2018 to February 1, 2019 and takes effect immediately upon enactment.
