• Removes requirement that third-party contractors for non-instructional school services must provide employee benefits comparable to school board employees performing the same services.

• Allows school boards to excuse pupils from physical education courses for additional reasons beyond those previously authorized, including participation in other fitness activities and academic reasons, provided the board adopts a policy following a public hearing.

• Permits school districts to contract with commercial driver training schools to provide driver education courses (classroom and/or behind-the-wheel instruction) without requiring a State Board of Education waiver or modification, provided a public hearing is held at a regular or special school board meeting beforehand.

• Requires school districts contracting with commercial driver training schools to verify that the school holds a valid license from the Secretary of State and that instructors hold valid teaching licenses, with notification requirements for personnel changes and contract posting requirements.
