IL SB3104

Requires all labor organizations and entities in Illinois with construction apprenticeship programs to report apprentice demographic information (race, gender, ethnicity, national origin) to the Illinois Department of Labor, whether or not programs are federally recognized and certified.

Allows labor organizations with federally recognized and certified apprenticeship programs to meet reporting requirements by submitting copies of reports already submitted to the U.S. Department of Labor's Bureau of Apprenticeship and Training.

Establishes a 45-day cure period for first violations before civil penalties apply, with reasonable notice of noncompliance provided by the Department of Labor.

Sets escalating civil penalties for violations: up to $100 per day for first violations (after 45-day cure period), up to $250 per day for second violations, and up to $500 per day for any subsequent violations.

Grants the Director of Labor discretion to determine appropriate penalty amounts based on the circumstances of each entity's violation.
