Amends the Illinois Drainage Code to change how drainage district commissioners are selected, effective immediately upon passage.

On and after the effective date, commissioners for all operating drainage districts shall be nominated and elected for 4-year terms at consolidated elections as special district officers under the Election Code, unless electors vote to switch to appointment instead.

Commissioners elected under the new system must qualify within 20 days by taking an oath of office and providing bond.

Previously elected commissioners under the old system may serve out their remaining terms, and districts may temporarily have up to 6 commissioners until old terms expire; earlier commissioners may resign and seek election under the new system.

Provisions concerning the prior election system (Section 4-5) are repealed 5 years after this Act's effective date.
