• Amends the Freedom of Information Act to expand exemptions for records requested by persons in Department of Corrections custody or county jails, including materials available in facility libraries, staff personnel files, and records available through administrative requests.

• Exempts records requested by incarcerated persons that contain victim or victim family personal information (addresses, phone numbers, social security numbers) unless relevant to the requester's current or potential case or claim.

• Exempts law enforcement records of other persons requested by incarcerated individuals, including arrest records, booking records, mug shots, and crime scene photographs, unless relevant to the requester's current or potential case or claim.

• Creates new exemption for records whose disclosure would risk harm to any person or risk an escape from a jail or correctional institution or facility when requested by a person committed to Department of Corrections or county jail.

• Adds new exemption for information or materials held by State's Attorneys, prosecutors, county sheriffs, or law enforcement agencies that relate to criminal cases pending at the trial level.
