Creates a mandatory animal abuse registry requiring persons convicted of aggravated cruelty, animal entertainment violations, or dog fighting to register with their county sheriff for 10 years following conviction.

Persons with 2 or more convictions of these offenses are subject to lifetime registration instead of 10 years.

Registrants must provide legal name, aliases, date of birth, current address, photograph, and descriptions of distinguishing features; must renew annually by December 31 and notify sheriff within 30 days of address changes.

County sheriffs maintain local registries and forward information to the Illinois State Police, which establishes and maintains a public central animal abuse registry accessible via internet and telephone.

Violations of registration requirements constitute a Class 3 felony for the first offense and a Class 2 felony for subsequent offenses; initial registration fee is $50 with $25 annual renewal fees ($2 retained by sheriff, remainder to State Police Operations Assistance Fund).
