Defines "non-commercial seed sharing" as the exchange of seeds without monetary compensation, excluding arrangements where seeds must be returned or distributed as payment for work.

Defines "seed library" as a nonprofit, governmental, or cooperative organization that facilitates donation, exchange, preservation, and dissemination of open pollinated and public domain plant seeds at no charge.

Defines "seed swap event" as an organized and publicly promoted event where non-commercial seed sharing occurs.

Exempts unpatented, untreated seeds distributed through non-commercial seed sharing activities (including seed libraries and seed swap events) from most Illinois Seed Law requirements, provided seeds are free of noxious and exotic weed seeds.

Requires seed libraries and seed swap event organizers to maintain labeling or records identifying the year, species or common name, and source of seeds, with information available to the Department of Agriculture upon request.
