IL SB3146

Amends the Silent Reflection and Student Prayer Act (105 ILCS 20/5) to prohibit schools and school employees from discouraging student religious activities.

Students may voluntarily engage in individually or collectively initiated, non-disruptive prayer or religious-based meetings during noninstructional time (before classes begin or after classes end).

Explicitly includes prayer groups, BIBLE clubs, and "meet at the flagpole for prayer" days as protected activities.

Requires that such religious activities not be sponsored, promoted, endorsed, or discouraged in any manner by schools or school employees, consistent with the Free Exercise and Establishment Clauses of the U.S. and Illinois Constitutions.
