Adds a $9 e-business fee charged by circuit court clerks in counties with automated record-keeping systems, effective 30 days after the act's enactment, collected with the first pleading or appearance in civil cases.

Modifies maximum civil case filing fees in counties under 500,000 population from $160 to $154 (effective January 1, 2022) and adjusts children's waiting room fees from $10 to $8 (effective January 1, 2022).

Adjusts maximum civil case filing fees for larger counties: counties with 500,000-3,000,000 population from $190 to $184 (effective January 1, 2022) and counties with 3,000,000+ population from $240 to $234 (effective January 1, 2022).

Updates county law library fees from $21 maximum to $20 (effective January 1, 2022) and allows counties to establish online legal assistance programs alongside physical law libraries.

Deposits e-business fee revenues into the Supreme Court Special Purposes Fund for electronic filing systems, e-business programs, case management systems, and court-established committees and commissions.
