IL SB3169

Amends the Mental Health and Developmental Disabilities Administrative Act to authorize non-licensed direct care staff to administer medications under supervision of a registered professional nurse in developmental training settings funded or licensed by the Department of Human Services.

Expands scope to include all developmental training settings (previously limited to settings with 16 or fewer persons and intermediate care facilities with 16 or fewer beds).

Requires direct care staff to complete Department-approved medication administration training programs and achieve 100% on competency-based assessments specific to each individual's medications.

Specifies authorized medications include oral, topical, insulin injections via pre-filled pens, oxygen, epinephrine auto-injectors, and vaginal/rectal creams and suppositories.

Requires registered professional nurse, advanced practice nurse, physician, or physician assistant on duty or on call at all times; mandates quarterly quality assurance reviews of medication administration; and becomes effective immediately upon passage.
