• Relocates and restructures Section 17-56 (Financial Exploitation of Elderly Person or Person with Disability) with clarified definitions and expanded protections, including civil liability with treble damages plus attorney fees.

• Establishes asset freezing provisions allowing prosecutors to petition courts to freeze defendant assets up to the value of alleged stolen property when the loss exceeds $5,000, with burden of proof by preponderance of evidence.
