Amends the Veterans and Servicemembers Court Treatment Act (730 ILCS 167/15) to allow Chief Judges discretion in operating the program across multiple counties within a judicial circuit.

Changes authorization from operation in a single county to operation in "one or more counties" in the circuit.

Permits veteran and servicemember defendants from all counties within the circuit to participate in the Veterans and Servicemembers Court program.

Maintains existing flexibility allowing the court to operate as a separate court or as a program within problem-solving courts such as drug courts or mental health courts.
