Amends the Herptiles-Herps Act to redefine "administrative rule" as a rule adopted under the Illinois Administrative Procedure Act, replacing the previous definition of "regulatory measure issued by the Director."

Maintains existing definitions for herptile-related terms including endangered or threatened species, herptile ownership, possession limits, and wildlife sanctuaries.

Clarifies that administrative rules govern contraband herptiles, including those taken, bought, sold, or transported in violation of the Act or its rules.

Establishes criteria for residency requirements (30 consecutive days in Illinois) and resident status for licensing and permit purposes under the Act.
