Amends the Illinois Noxious Weed Law to update the definition of "Director" to include "or her" alongside "his" in reference to the Director of the Department of Agriculture or their appointed representative.

Changes the definition of "noxious weed" to specify determination by three entities: the Director, the Dean of the College of Agricultural, Consumer and Environmental Sciences at the University of Illinois (or their appointed representative), and the Director of the Agricultural Experiment Station at the University of Illinois.

Updates the college name from "College of Agriculture" to "College of Agricultural, Consumer and Environmental Sciences" at the University of Illinois.

Maintains existing definitions for "Person," "Control," "Department," "Control Authority," and "Applicable fund" under the noxious weed law.
