IL SB3281

Amends the Energy Assistance Act to make the Low Income Energy Assistance Block Grant Fund subject to continuing appropriation when no enacted appropriation exists in any State fiscal year.

Establishes a continuing appropriation for the Low Income Energy Assistance Block Grant Fund at a minimum level equal to the prior fiscal year's appropriation, unless a new appropriation is enacted on or after July 1 of any calendar year.

Makes the Supplemental Low-Income Energy Assistance Fund subject to continuing appropriation under the same conditions as the Block Grant Fund, with the Department of Commerce and Economic Opportunity authorized to expend necessary amounts.

Removes the phrase "Subject to appropriations made by the General Assembly" from provisions governing expenditures from both energy assistance funds, establishing automatic funding absent legislative action.

Takes effect immediately upon becoming law.
